Windows boots up and i see the motherboard logo and the dots that revolve around and it just freezes.
I have already tried a fresh install of windows and it still would not work.
Specs: 1070ti sc black, r7 3800xt, 16 gb ddr4 ram, 500 gb samsung ssd, 700 watt gold plus psu.

You need to update the Bios. Check the manufacturers website to download and install the latest bios

I have seen this before.
So what is your system time your bios is displaying??
if the date is automaticly assigned to be after the year 3000 windows will lock up like this.

Go see if the date is correct an see if its boots.
In the event that the date resets itself try and update the Bios and try again.

Motherboard is new, cpu is a few months old gpu is older but when i use the motherboard display port and gpu its the same thing

See if Safe Mode starts, If it does then the problem is with a driver, because Safe Mode runs without a lot of optional drivers.

If Safe Mode doesn’t work, then it is a piece of faulty hardware. You did not ID your motherboard, if your motherboard has VGA, then unplug your GPU and use the VGA and see.
